There is something almost quaint about the language Israeli Defence Minister Israel Katz used this week: "no real solution for Gaza in the end without this migration." He was not talking about migration in the sense of people choosing to leave. He was talking about moving roughly two million Palestinians out of their homeland by sea, by air, and by every other means possible, with the explicit backing of the United States government. Officials widely condemned the plan as a potential war crime, and they are right to. But the more unsettling truth is that this is not a new idea. It is one of the oldest and most durable ideas in the history of statecraft, and its persistence should worry anyone who thought the twentieth century had discredited it.

An Idea With a Long, Bloody Pedigree

Population transfer, the deliberate movement of a group of people out of a territory by state decree, is not a fringe concept invented by extremists. It has been official policy for empires, dictatorships, and even democracies acting under the cover of war. As one general definition puts it, such transfers are "often imposed by a state policy or international authority," typically along ethnic or religious lines, though the line between "transfer" and outright ethnic cleansing has always been blurry and often deliberately so.

The twentieth century's starkest case came at the close of the Second World War, when the Soviet Union, with the sanction of its wartime allies, forcibly moved millions of Poles westward as borders were redrawn. Between 1944 and 1946, Poles were expelled from what had been eastern Poland, a process that mirrored an earlier Soviet expulsion of ethnic Poles from occupied territory between 1939 and 1941. What is notable is not merely the brutality of the transfer but its legitimacy at the time. The Allies, exhausted by war and eager for tidy borders, effectively blessed it. Population transfer was not seen in 1945 as a war crime. It was seen as a pragmatic, if painful, way to prevent future conflict by separating peoples who could no longer coexist.

That logic, that separation prevents violence, is precisely the logic Katz is now invoking for Gaza. It failed to deliver lasting peace in Central Europe without immense human cost, and it is worth asking why anyone believes it would work better in the Eastern Mediterranean eight decades later.

Partition's Unfinished Business

The Indian subcontinent offers an even more instructive, and more tragic, parallel. When British India was partitioned in 1947, the ruling assumption was that separating Hindus, Muslims, and Sikhs into distinct national containers would resolve communal tension. Instead it produced one of the largest and bloodiest population transfers in human history, with millions dead or displaced. The historical record from Punjab in the years before partition already showed where this logic led: in March 1947, two thousand or more Sikhs and Hindus were killed in villages near Rawalpindi, with what one observer described as savagery carried out to an extreme degree. According to the future Pakistani army chief Frank Messervy, ex-soldiers and pensioners were heavily involved in the violence. By June, arson had become a weapon of demographic engineering, with 495 attempts to burn non-Muslim property in Lahore alone, including the destruction of the Hindu- and Sikh-owned Shahalmi Market, an act that broke the will of Lahore's Sikhs and Hindus to fight and stay on in the city.

The people who set those fires were not confused about their purpose. They understood, as Katz apparently does now, that if you make a place unlivable for a group, you do not need to formally deport them. They will "choose" to leave.

Punjab before partition was itself a study in how demographic minorities can govern majorities, and how fragile such arrangements are under pressure. Ranjit Singh's kingdom in the early nineteenth century had perhaps 100,000 Sikhs, about 12.5 percent of a population of 14 to 15 million that was majority Muslim, yet Sikhs held over half the ruling positions. That arrangement lasted through negotiation, shared institutions (Persian remained the official language, and Muslim jurists sat in the courts), and a degree of pragmatic accommodation that later collapsed entirely under the weight of nationalist mobilization and colonial withdrawal. The lesson is not that demographic mixing is impossible. It is that it requires sustained political investment to survive, and that when that investment disappears, the fallback option, again and again, is expulsion.

Bosnia and the Return of "Ethnic Cleansing" as a Term

It took the wars of Yugoslav dissolution in the 1990s to give the world a specific vocabulary for this pattern: ethnic cleansing. Bosnia in 1992 was a mixed population, 44 percent Muslim, 33 percent Serb, and 17 percent Croat, and when it declared independence under Muslim president Alija Izetbegović, the European Community recognized the new state without securing guarantees for minority protection. This repeated a mistake made with Croatia. Bosnian Serbs rejected the constitution and rejected a Muslim president, and the fighting that followed became synonymous with mass expulsion, siege, and massacre. Ethnic cleansing, whatever the precise legal definition, includes not just direct deportation but indirect methods aimed at forced migration by coercing the victim group to flee, including violence against property and people. Gaza today, where over 1,300 people have died since October 10, including 301 children, and where more than 900 have been killed this year despite a supposed ceasefire, fits this pattern with uncomfortable precision. A population living under conditions that make daily life unsustainable is a population being pressured to "choose" to leave, even before a single deportation order is signed.

Why "Solutions" Through Expulsion Never Actually Solve Anything

The deepest problem with population transfer as policy is not just its moral cost, though that cost is severe. It is that it does not actually resolve the underlying conflict; it exports it. The Poles expelled from the east in 1944-46 carried resentments into a new Poland that fed decades of frozen politics with Germany and Ukraine. Partition did not end Hindu-Muslim-Sikh conflict; it relocated it into two nuclear-armed states that have fought four wars. Bosnia's expulsions produced Srebrenica, not peace, and required NATO intervention and a fragile, internationally administered settlement at Dayton that persists today in name more than in genuine reconciliation.

Israel's own history should carry this lesson most heavily of all. A state founded in the wake of a genocide, and shaped by the trauma of a people who were themselves subject to expulsion and worse across centuries, is now floating a plan whose defenders describe, without apparent irony, as removing a population by every way possible. Katz is seeking not just domestic backing but the explicit support of Donald Trump for this plan, which suggests its architects understand that international legitimacy, not military capability, is the actual constraint. That is precisely how the Soviet transfers of Poles secured Allied sanction in 1945: not through secrecy, but through the endorsement of powerful patrons who found the outcome convenient.

None of this is to pretend Gaza presents an easy alternative. Hamas's continued rule, the hostages, the security threat to Israeli communities near the border, all of these are real and unresolved. But the historical record on forced population transfer is remarkably consistent: it buys short-term demographic tidiness at the cost of long-term legitimacy, and it plants the seeds of the next conflict rather than closing the current one. Poland's postwar borders held, but at a moral and political cost historians still debate. Partition's borders held, but through the deaths of a million or more people and the displacement of tens of millions. Bosnia's ethnic cleansing produced not a stable ethnic patchwork but an international tribunal at The Hague.

What History Actually Teaches

The uncomfortable truth is that population transfer sometimes "works" in the narrowest sense: it does simplify a demographic map. What it does not do is deliver the peace its architects promise. It delivers new grievances, new displaced populations demanding return, and new generations raised on the memory of expulsion. The Palestinian refugee question already stems substantially from 1948, and any plan to add a second mass displacement to that history is not solving the refugee problem; it is doubling it.

If there is a genuine lesson in the parade of twentieth-century population transfers, from Eastern Europe to Punjab to the Balkans, it is this: the international community's willingness to bless expulsion as pragmatic statecraft has never actually produced pragmatic outcomes. It has produced frozen conflicts, revanchist politics, and moral debts that outlive the officials who incurred them. Seeking Donald Trump's blessing for a Gaza expulsion plan is not a new strategy. It is an old one, dressed in new language, and history's verdict on it has already been rendered, repeatedly, in blood.
