Last week, a second-year BTech student at IIT Bombay's Powai campus died by suicide. Protests followed. A professor's conduct came under scrutiny. Faculty split into camps, some defending the institution's rigor, others demanding accountability. Within days, the news cycle will move on, as it always does. This is the pattern. What almost never happens is an honest reckoning with why India's most celebrated meritocratic institution keeps producing this particular kind of tragedy, and why the answer is buried not in one professor's behavior but in a century and a half of decisions about what Indian education is for.

A System Built to Filter, Not to Nurture

The Indian Institutes of Technology were established in 1950, conceived as engines of national self-sufficiency in a newly independent country desperate to prove it could build its own future without imperial tutelage. That founding purpose—national urgency, technical excellence—has never really left the institutional DNA. IITs were never designed primarily as places where young people develop; they were designed as places where the nation extracts its most capable technical minds and forges them into instruments of development. The distinction matters enormously, because a filtering system and a nurturing system optimize for entirely different things. One optimizes for output. The other optimizes for the person.

This is not a new tension in Indian education. It stretches back to the colonial period. The Wood's Educational Dispatch of 1854 nominally committed the British administration to mass education, formally repudiating the old "downward filtration" theory under which only elites would be educated and knowledge would trickle down to everyone else. Affiliating universities were set up in Calcutta, Bombay, and Madras in 1857, and Bankim Chandra Chatterjee became one of the first two graduates of Calcutta University in 1858. But the commitment was hollow. As late as 1886, of 47 crores in net government revenue, only one crore went to education. The rhetoric of universal uplift and the reality of elite filtration have coexisted in Indian education for over 150 years, and the IIT system, for all its post-independence idealism, inherited both halves of that contradiction.

The Numbers Behind the Headlines

India's suicide crisis is not confined to IIT campuses, but it is acute among the young in ways that should alarm anyone paying attention. In 2022, 171,000 suicides were recorded nationally, a 4.2 percent increase over 2021 and a 27 percent jump compared to 2018. The suicide rate per 100,000 people reached 12.4 in 2022, reportedly the highest ever recorded. Perhaps most damning for a narrative that frames Indian youth suicide as a marginal or Western-imported phenomenon: in 2016, suicide was the single most common cause of death among Indians aged 15 to 29. India's share of global suicide deaths among women rose from 25.3 percent in 1990 to 36.6 percent by 2016; among men, from 18.7 percent to 24.3 percent. These are not statistics about a few troubled individuals. They describe a generational pattern.

What History Teaches About Reform Under Pressure

There is an instructive, if imperfect, parallel in the way Indian institutions have historically responded to crises of legitimacy: not through structural reinvention but through symbolic concession, followed by retrenchment. Consider the Minto-Morley Reforms of 1909, which permitted a small number of Indians to sit on provincial councils, while ensuring that Europeans and loyalists nominated by the Raj retained a majority in every council. It was reform shaped to look substantial while changing almost nothing about where real power sat. IIT administrations today often respond to student deaths with counseling helplines, committees, and public statements of concern, while the underlying architecture—cutthroat grading curves, unforgiving academic timelines, a campus culture that treats emotional distress as weakness—remains untouched.

Contrast that with a genuine, if brief, experiment in different values: the Congress ministries that governed seven Indian provinces between 1937 and 1939. Congress ministers voluntarily reduced their own salaries to Rs. 500 a month, traveled third class, freed political prisoners, and passed anti-usury legislation to protect peasants. It was a short-lived demonstration that institutions can choose to organize themselves around the wellbeing of the people they serve rather than the preservation of hierarchy and prestige. The ministries fell in 1939 over the Second World War, not because the model failed on its own terms. It suggests that the obstacle to reform is rarely a lack of alternatives; it is a lack of will among those who benefit from the existing order.

The Diplomacy of Denial

There is also something familiar in the way institutional crises like this one get managed rhetorically. The First Moroccan Crisis of 1905-06 offers an odd but useful mirror. Kaiser Wilhelm II's dramatic visit to Tangier was meant to expose fractures in the Anglo-French Entente Cordiale. Instead, the Algeciras Conference of January 1906 revealed Germany's own isolation, and the crisis that was supposed to fracture Franco-British cooperation instead deepened it. IIT Bombay's administration now faces its own critical moment: an attempt to manage a crisis through selective attention, focusing on a single professor's conduct or a single student's private struggles, risks revealing precisely the institutional isolation from student welfare that critics have alleged for years. Divided faculty, as reported in this case, are not a side detail. They are the tell.

The Case for Radical Redesign, Not Reassurance

None of this is to excuse individual misconduct where it exists, or to suggest that a single professor's behavior is irrelevant to what happened at Powai. But treating each suicide as an isolated failure of one person, one department, or one policy misses the deeper truth: India built an education system around the logic of scarcity and filtration a century and a half ago, and it has never fully abandoned that logic, even as the stakes for young people's mental health have grown immeasurably higher. The JEE examination that funnels hundreds of thousands of teenagers toward a few thousand IIT seats each year is, in structural terms, not so different from the colonial "downward filtration" model Wood's Dispatch claimed to repudiate in 1854: resources and opportunity concentrated at the top, with everyone else left to fend for themselves.

Reform, if it comes, will not come from another committee report or another counseling hotline, however well intentioned. It will come only if institutions like IIT Bombay are willing to ask a harder question than "how do we prevent the next incident." The question is whether an institution built to filter out the unfit can ever also become one that nurtures the struggling, or whether those two missions are, at some level, incompatible. The pattern of institutional response to tragedy, repeated across decades, suggests that without fundamental redesign, the system will continue to extract its costs. That reckoning must match the scale of the loss.
