When Kyiv's mayor, Vitaliy Klitschko, says "the enemy is tearing our city apart," he is describing something that sounds unprecedented: a European capital's power grid, maternity wards, and bridges deliberately targeted night after night. Residents like the lawyer Valeriya Tkachenko now organize their lives around air raid sirens; parents put their children to bed wondering if the building will still be standing by morning. It feels like a rupture in the rules of war. It is not. It is the rule.

What is happening in Kyiv belongs to a lineage stretching back more than a century, one in which the distinction between "front" and "home front" has been dissolving by design, not by accident. The uncomfortable truth is that modern warfare has never really been about defeating armies alone. Since at least 1914, it has been about breaking the will and the infrastructure of entire societies, and the people who plan it know exactly what they are doing.

The Birth of "Total War"

Historians date the invention of total war to the First World War, the first conflict to mobilize not just soldiers but entire populations: factories, railways, food supplies, and civilian morale all became legitimate military targets in practice if not in law. As the historian Holger Herwig observed, the home front was "brutalized in many ways, although differently, as much as the fighting front." Women entered factories to replace conscripted men, but the war reached far beyond the battlefield in other ways too. Ottoman forces leveled the cedar forests of Lebanon for fuel and construction, German occupiers hunted Europe's bison nearly to extinction for food, and chemical residue from the fighting is still detectable in the soil of Belgium and northern France today. War, once it goes "total," does not stop at the trench line. It consumes the landscape, the economy, and the civilian body along with the soldier.

That logic metastasized in the Second World War. The Allied strategic bombing campaign against Germany and Japan was justified, at the time and since, as a necessary evil of total war: if the enemy's industrial war-making capacity depended on its cities, then its cities were targets. A single night's raid on Dresden in February 1945 killed roughly 50,000 people; a single American firebombing raid on Tokyo in March 1945 killed 80,000 and destroyed a quarter of the city. Winston Churchill and Air Marshal Arthur "Bomber" Harris defended the campaign as the necessary "price of peace," a grim bargain weighed against German atrocities in the east and Japanese ones across Asia. Decades later, the German historian Jörg Friedrich reopened the wound in his 2002 book Der Brand, documenting the civilian suffering those raids inflicted in unsparing detail. The moral argument has never fully closed. It simply goes dormant between wars.

Water, Bridges, Power: The Oldest Weapons

Russia's strikes on Kyiv's bridges and power infrastructure also echo a much older and more primal form of warfare: hydraulic warfare, the deliberate manipulation of water and critical infrastructure as weapons of mass disruption. Breaching dams, flooding terrain, cutting off water and power have been used throughout history to create devastating floods, isolate troops, cut off supply lines, hinder river crossings, and disrupt military timetables. What distinguishes the Kyiv campaign is only the technology: precision missiles and drones have replaced breached dykes, but the strategic intent, to collapse a society's ability to function rather than merely to defeat its army in the field, is identical. A bridge struck in Kyiv does not just kill whoever is crossing it; it severs supply lines, evacuation routes, and the psychological sense that normal life is still possible.

Why Militaries Keep Doing This

The grim consistency across a century of conflict is that attacking civilian infrastructure works, or is believed to work, often enough that commanders keep choosing it. The theory of strategic bombing has always rested on the idea that destroying "the enemy's war-making capability," whether factories, power plants, or morale itself, can substitute for winning battlefield victories outright. This is precisely the bet Russia appears to be making in Ukraine: unable to achieve decisive gains on the battlefield, it instead targets the systems that keep Kyiv's four million residents fed, warm, and governed, hoping that civilian exhaustion will do what tanks could not.

France's catastrophic collapse in six weeks in 1940 offers an instructive counterpoint. France fell not primarily because of bombing but because of fractured political will, bitter divisions between left and right, and a defensive strategy, the Maginot Line, that assumed the enemy would come where it was expected. Societies do not need their buildings leveled to lose a war; they can lose it through division and misplaced confidence. Russia's bet on infrastructure attacks against Kyiv is, in effect, a bet that modern Ukrainian society, despite its evident unity since 2022, can still be fractured the way France's was, through exhaustion rather than conquest.

The Numbers Game Nobody Wants to Admit

One reason this strategy persists is that it is measured, when it is measured at all, by a statistic as cold as it is consequential: the civilian casualty ratio, the proportion of civilian to combatant deaths in a conflict. Strategic bombing campaigns, almost by definition, drive this ratio upward, because their targets are chosen precisely for their proximity to civilian life. When Israel's 2008-2009 Gaza campaign followed a collapsed ceasefire, the resulting aerial bombardment was widely described as indiscriminate, hitting a territory where front and home front had already collapsed into the same space. The same analytical frame applies, uncomfortably, to Kyiv in 2024: a capital city where hospitals, schools, and apartment blocks sit within a single contested zone, their destruction counted alongside, not separately from, the war's military toll.

What History Does Not Excuse

None of this historical pattern should be read as moral cover. The fact that total war has always blurred the line between soldier and civilian is an indictment of the practice, not a justification for it. The Hague and Geneva conventions, however imperfectly enforced, exist precisely because earlier generations recognized that war without limits devours the innocent fastest. What makes the Kyiv campaign notable is not its novelty but its brazenness: it is being conducted in full view of satellite imagery, journalists, and real-time reporting, in an information environment that the belligerents of 1914 or even 1945 could not have imagined. Mayor Klitschko's warnings are not merely a mayor's complaint; they are a real-time historical record of a tactic that previous generations only reconstructed decades later, from bomb-damage assessments and postwar memoirs.

There is also a longer, quieter story embedded in this crisis: the extraordinary resilience of civilian populations under exactly this kind of pressure. Postwar China in 1949 inherited a country with its railways, canals, and dykes in ruins, chronic food shortages, and runaway inflation, yet it rebuilt within a generation. Vietnam, devastated by war and isolated by embargo after 1976, turned to market reform in 1986 and became one of the fastest-growing economies in Asia within a decade. Infrastructure, it turns out, is resilient in a way that morale sometimes is not, and vice versa. The bet that bombing a capital's bridges and hospitals will break its people has a mixed record at best; the societies that endured Dresden, Tokyo, and the London Blitz did not surrender their will even as their buildings fell.

That history offers Kyiv a cold comfort, but a real one. The strategy Russia is now pursuing against Ukraine's capital has been tried before, in different centuries, with different weapons, against different peoples, and it has a track record: it kills enormous numbers of civilians, it generates lasting legal and moral controversy, and it does not reliably produce the capitulation its architects expect. The tragedy is that this lesson, available in the historical record for anyone who cares to read it, has to be relearned in real time, city by city, war by war.
