There is a particular kind of grim comedy in watching the world's leaders fly into New York this week to discuss unity while their governments are simultaneously threatening to erase each other from the map. Iran's Revolutionary Guards have warned they will "change the geography of war" if the United States escalates their conflict, a threat issued in direct response to the American president musing about "wiping Iran out." Meanwhile, the European Union cannot agree among itself on Russia sanctions before a deadline that will let nearly 3,000 entities off the hook, and European intelligence chiefs are quietly telling anyone who will listen that Russia is testing NATO's limits through sabotage calibrated to stay just below the threshold of war. All of this unfolds under the chandeliers of the UN General Assembly, the institution built in 1945 explicitly to prevent such spirals.

The temptation is to call this hypocrisy. It is not quite that. It is something more structural, and more instructive: an institution designed for a world of clear blocs and rational deterrence straining to manage a world of hybrid war, proxy threats, and rhetorical brinkmanship that never quite crosses into open declaration. The UN was not built for this kind of ambiguity, and its history shows exactly why.

A Body Built for a World That No Longer Exists

When the UN Charter was signed on June 26, 1945, the founding assumption was that great powers, having just finished annihilating millions of each other's citizens, would cooperate to prevent recurrence. The Security Council's veto power was the mechanism of that cooperation: give the five victors of World War II a permanent brake on collective action, and they would have no incentive to bypass the system. What the architects did not fully anticipate was the Cold War, which arrived almost before the ink dried and turned the Security Council into a stage for mutual paralysis rather than mutual restraint.

The Korean War of 1950 to 1953 is often cited as the UN's finest hour, the one moment the organization took decisive military action against aggression. But this is worth examining closely, because the reason the Security Council could act at all was pure accident: the Soviet delegation was boycotting Council sessions over an unrelated dispute about Chinese representation, and so was not present to cast the veto that would certainly have blocked intervention. The moment Moscow returned to its seat, this kind of swift, unified action became impossible again. The UN did not solve the problem of great-power obstruction in Korea; it simply got lucky once, for a matter of months, and then spent the next seventy years unable to replicate the conditions.

That structural weakness has never gone away. The Soviet Union ignored UN demands to withdraw troops from Hungary in 1956 and from Afghanistan in 1980, absorbing international condemnation without consequence because condemnation was all the UN could offer. In 2003, the United States and Britain invaded Iraq without Security Council authorization, demonstrating that by then Washington, as the world's sole superpower, did not need UN permission any more than Moscow had. The pattern is consistent: when a great power wants to act, the UN can protest, but it cannot stop.

The Same Dynamic, New Vocabulary

What is happening this week is that same dynamic, dressed in the vocabulary of 2025 rather than 1956. Iran's threat to "change the geography of war" is a proxy-era escalation, the kind of calibrated brinkmanship that avoids formal declaration while making the stakes unmistakable. Russia's hybrid warfare against NATO members, sabotage and infrastructure disruption pitched deliberately below the threshold that would trigger a military response, is not a new idea either. It is the modern descendant of Cold War proxy conflict, engineered so precisely that no single act justifies collective retaliation, even as the cumulative effect erodes the security it targets.

The EU's failure to agree on Russia sanctions before nearly 3,000 entities' listings lapse is perhaps the most quietly damning detail of the week. It is not that the EU lacks the will to sanction Russia; it is that unanimity among 27 member states, itself a smaller and more manageable version of the Security Council's veto problem, keeps producing gaps exactly when adversaries are most inclined to test resolve. Macron's pledge of French support to Ukraine through the winter and his talk of an energy truce or Black Sea moratorium are genuine and meaningful, but they are also substitutes for the collective action the institutional architecture keeps failing to deliver.

What the UN Actually Does Well, and Why It Isn't Enough

None of this means the UN is worthless, and it would be intellectually dishonest to pretend otherwise. Peacekeeping forces, refugee agencies, and human rights investigations into abuses under regimes from Chile to Zaire have prevented real suffering and provided a mechanism, however imperfect, for holding governments to some standard of international scrutiny. By 2012 the UN had roughly 85,000 peacekeepers deployed globally, a quiet, unglamorous form of harm reduction that rarely makes headlines precisely because it works best when nothing dramatic happens.

But peacekeeping and human rights monitoring are fundamentally different functions from conflict prevention among great powers, and the UN's failures cluster almost entirely in the latter category. Somalia in 1992 to 1995 and Bosnia in the same years showed that UN forces could not stop wars when belligerents had no interest in stopping. The lesson generalizes: the UN succeeds at managing the aftermath and margins of conflict, and fails at preventing conflict when a major power is determined to pursue it.

This is worth holding in mind against the sweep of much longer history, where the same pattern of institutional overreach followed by quiet decline recurs outside the geopolitical sphere entirely. Buddhism in India did not vanish because it was suppressed; it decayed from within, as monasteries like Nalanda grew wealthy on revenue from 200 villages, monks abandoned the vernacular for Sanskrit, and religious practice ossified into the very ritualism the tradition had once rejected. By the twelfth century it was virtually extinct in the land of its birth, not through defeat but through institutional comfort outpacing institutional purpose. Even the mature Harappan civilization, which thrived from roughly 2500 to 1900 BC, did not collapse in a single catastrophe; it declined as the rivers it depended on shifted course and as the rise of Elam around 2000 BC severed trade routes that had sustained it. Great systems rarely die in one dramatic moment. They erode as the conditions that once justified them quietly disappear, while the institution itself persists, hollowed out, well past the point of usefulness.

The Uncomfortable Conclusion

The world leaders gathering this week are not fools, and the UN General Assembly is not merely theater. It is one of the only rooms on earth where Iranian and American diplomats, Russian and Ukrainian representatives, sit under the same roof and address the same body. That has value even when it produces no resolution. But value at the margins is not the same as functioning at the center, and the center, the capacity to prevent great powers and their proxies from threatening geographic annihilation or waging deniable sabotage, has been broken since 1945 and has never been repaired.

The honest position is neither cynicism nor faith. It is recognizing that the UN does real, humble good in refugee camps and peacekeeping deployments while remaining structurally incapable of stopping the thing it was founded to stop. Seventy-five years of precedent, from Hungary to Afghanistan to Iraq to today's hybrid warfare against NATO, all point the same direction. The General Assembly will produce speeches this week, some of them eloquent, a few of them alarming. What it will not produce, because it has never been built to produce, is the thing everyone in that room actually needs: a mechanism to stop a great power, or its proxies, from doing what it has already decided to do.
