President Donald Trump personally greeted Chinese leader Xi Jinping on the tarmac at Joint Base Andrews near Washington on Wednesday evening, an unusually warm gesture that opened a state visit with significant implications for the global balance of power. The meeting, the second between the two leaders this year following their May summit in Beijing, unfolds on the sidelines of the United Nations General Assembly at a moment when the rivalry between the world's two largest economies has come to center on a single, defining question: who will control the future of artificial intelligence.

The red-carpet reception, rare for a sitting American president to extend at the point of arrival, signals that Washington views this encounter as more than routine diplomacy. It is a calculated display of respect toward a rival Trump has simultaneously accused of unfair trade practices and cyber intrusions, a contradiction that captures the complex nature of great-power competition in the twenty-first century.

AI at the Center of the Storm

Artificial intelligence has emerged as the defining battleground of the Trump-Xi relationship, according to analysts tracking the summit's preparations. Both nations are racing to establish dominance over AI development, viewing the technology as the key determinant of economic and military power for decades to come. Yet officials in both Washington and Beijing have also emphasized, publicly at least, a shared commitment to keeping such systems under human control, a rare point of stated alignment amid otherwise deep mutual suspicion.

Rush Doshi of the Council on Foreign Relations, who has briefed on the summit's likely contours, has pointed to cybersecurity, AI competition, and the status of Taiwan as the three issues most likely to dominate the leaders' private discussions. Each carries the potential to destabilize the relationship further if left unresolved, and each reflects a broader pattern: the steady militarization of what was once framed primarily as an economic rivalry.

A History of Suspicion

The current tension marks a dramatic reversal from the cautious thaw that once defined US-China relations. Diplomatic ties between Washington and Beijing were reestablished in 1979, after decades of hostility rooted in the Korean War and competing visions for Asia. President Richard Nixon's landmark 1972 visit to China, made possible by a surprise invitation to an American table-tennis team the previous year, began a slow process of rapprochement that culminated in full diplomatic recognition under President Jimmy Carter.

That relationship has since weathered profound strains, from the bloody crackdown on pro-democracy demonstrators in Tiananmen Square in 1989 to periodic flare-ups over Taiwan, including Chinese naval exercises in the strait separating the mainland from the island in 1996, timed to coincide with Taiwanese elections. The island's status remains, as it has for decades, the single most combustible issue between the two powers, one capable of turning economic competition into military confrontation.

Today's rivalry is compounded by China's extraordinary economic ascent, a transformation that has prompted debate among scholars and financiers alike over whether Beijing's one-party system offers advantages in strategic decision-making that democracies struggle to match. Yet China's growth has also been shadowed by warnings of internal fragility, including mounting local debt, an aging population, and economic pressures that some observers have characterized as unsustainable.

Stakes Beyond the Summit Room

The timing of this year's second Trump-Xi encounter, arriving amid a UN General Assembly session already dominated by Russia's war in Ukraine, underscores how intertwined global crises have become. As Ukrainian President Volodymyr Zelenskyy prepared to address the assembly following fresh attacks on his country, world leaders were forced to reckon simultaneously with European instability and the deepening contest between Washington and Beijing, two crises that increasingly test the limits of American diplomatic bandwidth.

For Trump, the summit offers an opportunity to project strength on trade and technology while avoiding outright rupture with Beijing. For Xi, the visit provides a platform to demonstrate that China remains an indispensable player on the world stage, courted rather than isolated, even as competition over AI and cybersecurity sharpens.

Neither government has disclosed concrete outcomes expected from the talks, and much of the substance is likely to unfold behind closed doors. But the symbolism of the tarmac greeting, broadcast worldwide within hours, has already delivered its own message: that despite years of mutual distrust, the two nations calculate that the risks of confrontation still outweigh the benefits of open rupture, for now.
