Donald Trump has again inserted himself into the diplomacy surrounding the war in Ukraine, calling publicly on Ukrainian President Volodymyr Zelensky and Russian President Vladimir Putin to "make a deal" and "settle" the conflict. The appeal comes as the war grinds into its fourth winter with no comprehensive peace agreement in sight, and as fighting on the ground continues to intensify even while separate diplomatic channels remain open.

The timing underscores a familiar pattern in this war: periods of quiet negotiation have repeatedly run in parallel with, rather than instead of, continued military escalation. Trump's intervention, framed in his characteristically blunt language, offers no new mechanism, incentive, or enforcement structure beyond an appeal to both leaders' self-interest in ending the bloodshed.

A Familiar Refrain, an Unresolved War

Trump has made variations of this appeal before, both as a candidate and since returning to the political stage, often suggesting that the war could be settled quickly if the two sides simply chose to negotiate directly. Critics of this framing have long argued that it understates the structural obstacles to a settlement: competing territorial claims, security guarantees for Ukraine, sanctions relief for Russia, and the domestic political costs each leader would face for any perceived concession.

For Zelensky, agreeing to territorial concessions risks a political and constitutional crisis at home, where Ukrainian public opinion and law have resisted formal recognition of Russian-occupied territory. For Putin, ending the war without securing control over the regions Russia has annexed, or without limits on Ukraine's alignment with NATO, would be difficult to sell as anything other than a retreat from stated war aims.

These dynamics have made prior rounds of diplomacy, including talks brokered by Turkey and informal back-channel contacts, difficult to translate into durable ceasefires. Trump's renewed push does not appear to alter that underlying calculus; it functions more as a rhetorical pressure campaign than a structured negotiating framework.

Escalation Alongside Diplomacy

What makes the current moment notable is the explicit coexistence of talk and combat. Diplomatic contacts are ongoing even as both militaries continue offensive operations, a pattern that has echoes in past European conflicts where negotiations and battlefield maneuvering proceeded simultaneously, each side seeking to strengthen its position at the table by strengthening its position on the map.

Historians of diplomacy have long noted that peace talks conducted from a position of military weakness tend to produce lopsided outcomes. The Treaty of Brest-Litovsk in 1918, in which a militarily exhausted Bolshevik Russia was forced to cede Ukraine, Finland, and its Baltic and Polish territories to Germany, remains a stark example: General Max Hoffman's blunt warning to the Russian delegation, that "the victorious German army stands in your territory," reflected a negotiation shaped entirely by battlefield realities rather than goodwill.

By contrast, the armistice that ended the First World War in the west involved a very different, and ultimately more contested, approach: Woodrow Wilson's vision of "peace without victory," which aimed for a negotiated settlement rather than a dictated one. That effort, too, proved difficult to sustain once the war ended, as the desire for retribution among the victorious powers reasserted itself at Versailles. The lesson historians draw from both episodes is that the terms of any peace are shaped less by the aspirations of mediators than by the balance of power on the ground at the moment talks conclude.

What Credibility Looks Like

Assessing the credibility of Trump's push requires separating the appeal itself from the diplomatic infrastructure needed to make it stick. A public call for both sides to "settle" can help shift the political atmosphere and put pressure on allies to reconsider their positions, but it does not by itself address the verification mechanisms, security guarantees, or sanctions frameworks that any durable settlement would require.

Whether this latest push amounts to more than rhetoric will likely depend on what follows: whether it is backed by concrete proposals on territory and security guarantees, whether it is coordinated with European allies who have their own stakes in the outcome, and whether either Kyiv or Moscow calculates that its battlefield position is strong enough to negotiate from, or weak enough to require it.

Until those questions are answered, the call to "make a deal" remains, as it has in past iterations, an aspiration rather than a plan, arriving at a moment when both sides continue to test each other's resolve on the battlefield even as the language of diplomacy resurfaces around them.
