United Nations Secretary-General António Guterres warned on Tuesday that the two-state solution, long considered the only viable framework for resolving the Israeli-Palestinian conflict, is at risk of collapsing entirely because of continued Israeli settlement expansion and what he characterized as creeping annexation of Palestinian territory in the West Bank.

"Time is running out," Guterres said, in one of the starkest warnings yet from the world body about the trajectory of a conflict that has defied resolution for more than half a century. His remarks reflect a growing consensus among diplomats and international bodies that the physical and political conditions necessary for a viable Palestinian state are steadily disappearing.

A Two-State Framework Decades in the Making

The two-state solution, the idea that Israel and an independent Palestine could coexist side by side, has been the cornerstone of international diplomacy on the conflict since at least the 1990s Oslo Accords. It was reaffirmed in the early 2000s through the "road map for peace," a plan backed by the United States, the European Union, Russia and the UN that envisioned a phased path to Palestinian statehood alongside security guarantees for Israel.

But the road map was undermined almost from the start by the question of Israeli settlements. At the time it was introduced, roughly 200 settlements housing more than 450,000 people had already been built across the West Bank and East Jerusalem, territories occupied by Israel since the 1967 Six-Day War. The plan called only for the dismantling of about 60 "illegal" outposts built after March 2001, implicitly treating the far larger network of older settlements as legitimate, even though they too were built on occupied land and were widely regarded by international law as illegal.

Successive Israeli governments have continued to expand settlement construction in the decades since, along with infrastructure such as the separation barrier that snakes through the West Bank. In 2004, the International Court of Justice ruled that the barrier itself was illegal and ordered Israel to dismantle it and compensate affected Palestinians, a ruling Israeli leaders rejected outright, citing a right to defend against terrorism.

Annexation Concerns Resurface

Guterres's warning comes amid renewed alarm over Israeli annexation efforts, moves that would formally extend Israeli sovereignty over parts of the West Bank rather than treating them as territory under military occupation pending negotiation. Palestinian officials and much of the international community view any unilateral annexation as a fundamental breach of international law and a death blow to the prospect of a contiguous, viable Palestinian state.

Critics of Israeli settlement policy have long argued that the pattern of construction, carving up the West Bank into a patchwork of Israeli-controlled zones separated by Palestinian enclaves, appears designed to make a future Palestinian state geographically fragmented and dependent on Israel, rather than genuinely sovereign and contiguous.

"Time is running out," Guterres told the UN, framing the moment as a critical juncture for the future of the conflict's resolution.

A History of Stalled Diplomacy

The current warning echoes a pattern that has repeated for two decades. Peace efforts have collapsed repeatedly over disputes that were never fully resolved: the legal status of settlements, the fate of Jerusalem, and above all the right of return for Palestinian refugees displaced since 1948, a demand rooted in numerous UN resolutions but one Israeli leaders have said would be tantamount to dismantling the Jewish state.

Unofficial efforts to bridge these gaps, such as the 2003 Geneva Accords negotiated by former Israeli and Palestinian officials, offered a glimpse of what a compromise might look like: a divided Jerusalem, Israeli withdrawal from roughly three-quarters of West Bank settlements, and Palestinian acceptance of financial compensation in lieu of the right of return. But the plan was never adopted by either government, and the core disputes it tried to resolve remain unsettled today.

Each attempt at diplomatic breakthrough has also been overtaken by violence. Assassinations of militant leaders, retaliatory attacks, and the collapse of ceasefires have repeatedly derailed negotiations, while political infighting among Palestinian factions and shifting Israeli governments have made sustained diplomacy difficult to achieve.

What Comes Next

Guterres's warning is likely to intensify pressure on the international community, including the United States, the European Union and Arab states, to take concrete action rather than continuing to treat the two-state solution as a distant aspiration. Without a reversal of settlement expansion and annexation measures, UN officials fear the physical map of the West Bank may soon make a genuine Palestinian state all but impossible to establish.

For Palestinians, the warning affirms long-standing fears that time and territory are both working against them. For Israel, it renews international scrutiny of policies that successive governments have defended as matters of security and sovereignty. And for the broader architecture of international diplomacy built around the two-state framework, it raises an uncomfortable question: whether the model that has guided decades of negotiations still describes a realistic path forward, or whether the window for its realization has already closed.
