At the United Nations headquarters in New York, member states are convening on Tuesday for a session that many diplomats describe as unusually urgent: a renewed reckoning with the risks of nuclear weapons and nuclear infrastructure, at a moment when both are under direct military threat. The discussion, which closes out the General Assembly's High-Level Week, comes as strikes on nuclear facilities in Iran and Ukraine, combined with the mounting stress of extreme weather on aging reactors, have pushed the international community toward calls for stronger safeguards.

The timing is deliberate. For decades, debates over nuclear weapons centered on stockpiles, testing, and non-proliferation treaties. Now, the UN is grappling with a newer and in some ways more immediate danger: active warfare unfolding in close proximity to nuclear reactors and enrichment sites, raising the specter of radiological disaster not from a deliberate bomb, but from a stray missile, an artillery strike, or a targeted attack on infrastructure.

Two Wars, One Nuclear Fear

In Ukraine, the Zaporizhzhia nuclear power plant, Europe's largest, has repeatedly found itself on the front line of Russia's invasion, with shelling near the facility triggering emergency shutdowns and drawing warnings from the International Atomic Energy Agency about the risk of a catastrophic accident. In Iran, military strikes this year on nuclear sites, including facilities long at the center of international concern over Tehran's enrichment activities, have added a volatile new dimension to a decades-old standoff between Iran and the West.

Iran's nuclear ambitions are not new. The country's program dates back to the 1970s under the Shah, when Tehran signed the Non-Proliferation Treaty and framed its nuclear research as peaceful. After the 1979 revolution, the program was briefly halted, then revived amid the Iran-Iraq War, a conflict in which Iran felt abandoned by the international community even as Iraq used chemical weapons with relative impunity. As historian David Patrikarakos has written, Iran's isolation during that era "seemed to confirm that Iran could trust no one," a sentiment that helps explain Tehran's long resistance to outside pressure to curb enrichment.

By the early 2000s, revelations about secret enrichment facilities at Natanz and a heavy-water plant at Arak alarmed Western governments, leading Britain, France, and Germany, backed by Washington, to demand Iran halt enrichment altogether. Tehran refused, and by 2011 the IAEA estimated Iran possessed enough enriched uranium for several bombs, though inspectors found no definitive evidence of an actual weapon. The standoff has simmered through sanctions, negotiations, and periods of confrontation ever since, culminating in the strikes on Iranian nuclear sites that have intensified this year's tensions.

Echoes of the Cold War, Updated for a New Era

The current moment inevitably invites comparison to earlier chapters of nuclear diplomacy. During the Cold War, the danger was framed largely around arsenals and deterrence, culminating in landmark agreements like the 1987 Intermediate-Range Nuclear Forces Treaty between the United States and the Soviet Union, which eliminated an entire class of missiles under strict verification. That treaty, while historic, addressed only a small fraction of global stockpiles and left key systems, including Britain's and France's arsenals, untouched.

Today's challenge is different in kind. Rather than negotiating down stockpiles between two superpowers, the UN is confronting a world where nuclear facilities themselves have become potential targets or collateral damage in regional conflicts, a scenario earlier arms control frameworks were not designed to address. Extreme weather events, from flooding to heat waves straining cooling systems, add another layer of risk to aging infrastructure never built to withstand either climate extremes or active combat.

Diplomats say Tuesday's session is expected to focus less on abstract disarmament goals and more on concrete safeguards: protecting facilities in conflict zones, strengthening IAEA access and monitoring, and building consensus on rules to prevent nuclear sites from becoming military targets in the first place.

A Test for Multilateral Institutions

The session also arrives at a moment of broader strain on multilateral institutions, with major powers divided over how to respond to both the Iranian and Ukrainian crises. Russia and China have historically backed Iran's position that Western pressure over its nuclear program is politically motivated, while the United States and European allies have pushed for tighter restrictions and, at times, military action. That same divide complicates efforts to build unified safeguards for facilities in active war zones, since any binding framework would likely require buy-in from all sides of these conflicts.

For UN officials, Tuesday's discussions represent an attempt to reassert the institution's relevance on an issue where it has historically played a central role, from the founding of the IAEA to the negotiation of the Non-Proliferation Treaty itself. Whether the session produces concrete commitments or simply renewed rhetoric may depend on whether major powers are willing to treat nuclear safety as a shared interest that transcends the very conflicts now threatening it.
