The United Nations Security Council convened in New York on Tuesday to confront a deepening crisis in the Democratic Republic of the Congo, where fighting between government forces and M23 rebels rages on in the east despite a succession of signed peace agreements, and where the country's worst Ebola outbreak on record has now killed more than 3,900 people.

Ambassadors focused their discussions on three interlocking emergencies: the failure of ceasefire arrangements to actually stop the violence, escalating tensions between Kinshasa and Kigali over Rwanda's alleged support for the rebels, and a humanitarian response strained to the breaking point by a lethal Ebola epidemic. Taken together, the crises illustrate how conflict and disease are compounding each other in a country that has struggled for decades to establish stable governance.

A Familiar Cycle of Violence

The fighting in eastern Congo is only the latest chapter in a conflict that traces back to the chaotic aftermath of the country's 1960 independence from Belgium, and more directly to the regional wars that followed the 1994 Rwandan genocide. M23, a mostly Tutsi rebel group, is one of dozens of armed factions that have operated in the mineral-rich eastern provinces for years, often with alleged backing from neighboring governments.

The Democratic Republic of the Congo, formerly known as Zaire, has a long history of externally fueled conflict. In the late 1990s, forces from six African nations became embroiled in a civil war that followed the ousting of the dictator Mobutu Sese Seko. That war, along with subsequent rebellions in the east, is estimated to have killed nearly 3 million people, the vast majority from starvation and disease rather than combat itself, a grim precedent for today's overlapping crises of violence and illness.

Successive peace agreements, including a 2002 accord guaranteed by South Africa and the UN that called for foreign troop withdrawals and power-sharing, have repeatedly failed to deliver lasting stability. Ethnic violence has continued sporadically for more than two decades, particularly in the volatile northeastern region. The current standoff between the DRC and Rwanda echoes this history; Kigali has previously justified military intervention in Congolese territory by citing security concerns and business interests, an argument Rwandan officials have made publicly in the past.

Ceasefires on Paper, Not in Practice

Council members on Tuesday were expected to press for stronger mechanisms to monitor ceasefire violations, a recurring problem in a conflict where agreements have repeatedly collapsed within weeks or months of being signed. Diplomats have grown increasingly frustrated with the gap between diplomatic commitments and battlefield realities, as M23 fighters and government troops continue to clash despite public pledges to de-escalate.

The renewed tension between Kinshasa and Kigali adds a dangerous regional dimension to what might otherwise be treated as an internal conflict. Rwanda has faced repeated accusations from the Congolese government and UN experts of arming and supporting M23; Rwandan officials have denied these charges while framing their involvement as a matter of national security.

Ebola Compounds the Emergency

Layered atop the conflict is a public health catastrophe. The current Ebola outbreak, the deadliest in the country's history, has killed more than 3,900 people, according to figures cited at Tuesday's session. Containing the virus has proven extraordinarily difficult in a region where armed conflict restricts the movement of health workers, displaces communities, and undermines the trust needed for effective contact tracing and vaccination campaigns.

Humanitarian officials have long warned that conflict zones create ideal conditions for disease to spread unchecked, as displaced populations crowd into camps with limited sanitation and health infrastructure collapses under the weight of insecurity.

The convergence of armed conflict and epidemic disease has created what aid workers describe as a humanitarian emergency of staggering scale, with millions of Congolese facing displacement, hunger, and disease simultaneously. The Security Council's humanitarian response measures are expected to address both the immediate medical crisis and the broader displacement crisis driving it.

A Test of International Resolve

Tuesday's meeting represents the latest attempt by the international community to break a cycle that has proven remarkably resistant to diplomatic intervention. The UN has maintained a peacekeeping presence in the DRC for years, with previous missions achieving only partial and temporary success in containing violence.

Whether the current round of Security Council attention will produce more durable results remains uncertain. For the millions of Congolese caught between rebel violence, government military operations, and a deadly virus, the stakes of that uncertainty are measured in lives lost daily.
