The United States has formally concluded its military mission in Iraq, ending more than two decades of American military presence that began with the 2003 invasion toppling Saddam Hussein. Former President Trump has called the withdrawal a "victory" over the Islamic State, but the move leaves Baghdad to manage a delicate balance between its official security institutions and the network of Iran-backed militias that have operated inside and alongside the Iraqi state for years.

The exit marks the end of a major chapter in Washington's post-9/11 engagement with the Middle East, one that began with the stated goal of building a stable, democratic Iraq and instead produced years of insurgency, sectarian violence, and a costly campaign against the Islamic State. Whether Trump's framing of "victory" holds up will depend largely on what happens in Iraq over the coming months, with analysts pointing to 2027 as a pivotal marker for Baghdad's ability to stand on its own.

A Counterweight Removed

For much of the past two decades, the presence of US troops served as an external military counterbalance to armed groups backed by Iran, groups that have grown increasingly powerful within Iraq's own security architecture. With that counterweight gone, the responsibility for managing tensions between Baghdad's formal security institutions and these militias now falls entirely on the Iraqi government itself.

This is not a new problem for Iraq, but it is one the country has rarely had to confront without American forces nearby. The historical pattern is instructive: after the 2003 invasion, the United States disbanded the Iraqi army, an error that flooded the country with trained, unemployed fighters who became the backbone of a long insurgency. Sectarian violence between Sunni and Shia communities, exacerbated by the rise of al-Qaeda-linked groups and later the Islamic State, killed tens of thousands and destabilized the government for years. Washington's 2007 troop surge temporarily suppressed the violence, but bombings and kidnappings returned within months of the 2009 drawdown from Baghdad's streets.

When the United States declared the war formally over in December 2011 and withdrew into Kuwait, the newly democratic Iraqi state collapsed into renewed sectarian conflict within weeks, as accusations flew between Shia and Sunni political leaders and warlords reasserted control in various regions. That history looms over the current withdrawal, raising the question of whether Iraq's security institutions, trained and equipped by nearly two decades of American support, can avoid a similar unraveling now that US forces are gone for good.

Houthis Advance as the Region Recalculates

The Iraq withdrawal is unfolding alongside intensifying threats elsewhere in the region, including advances by Houthi forces, adding urgency to the question of how Middle Eastern security will be organized without direct American military backing. The shift is already visible in how regional powers are repositioning themselves.

Saudi Arabia, long the anchor of US security arrangements in the Gulf, is turning toward new partnerships with Pakistan and Turkey, even as its relationship with the United Arab Emirates comes under closer scrutiny. This pivot reflects a broader recalibration across the region: rather than relying on Washington as the guarantor of last resort, Gulf states appear to be constructing overlapping regional security arrangements designed to function with or without direct American involvement.

This shift echoes a long-standing pattern in the region's history, where outside powers intervened when their own interests, chiefly oil and strategic access, were at stake, while regional governments often bore the human cost of great-power decisions. Saudi Arabia's past nervousness about instability, whether from Saddam Hussein's ambitions in the 1990s or from al-Qaeda's campaign to expel American bases in the 2000s, has always pushed it toward pragmatic alliances that serve its immediate security needs over ideological consistency. Its current outreach to Pakistan and Turkey, both Sunni-majority states with substantial military capacity, fits that pattern.

What 2027 Means for Baghdad

For Iraq specifically, the coming period is being framed as a test of whether the state can hold together without an American military presence to deter both internal militia overreach and external interference from Iran. The stakes are high: a breakdown in the balance between Baghdad's security forces and Iran-backed groups could reignite the kind of sectarian violence that plagued the country for much of the 2000s and early 2010s, undoing years of relative stabilization following the defeat of the Islamic State's territorial caliphate.

Trump's characterization of the withdrawal as a "victory" reflects a broader American political appetite to declare an end to what has been, by any measure, one of the costliest and most controversial foreign interventions in modern US history. But for Iraqis, and for a region now recalibrating its security arrangements without assured American backing, the more consequential test is just beginning.
