The US House of Representatives has passed sweeping legislation that would empower Washington to impose tariffs of up to 100 percent on countries that continue purchasing Russian oil and gas, a measure that places India, along with China, squarely in its crosshairs. The Kremlin responded swiftly, warning that the sanctions could "complicate" fragile, ongoing efforts to negotiate an end to the war in Ukraine, now well into its fourth year.

The bill's passage marks one of the most aggressive attempts yet by Washington to choke off the revenue streams that have allowed Moscow to sustain its war effort despite years of Western sanctions. But it also thrusts India, a country that has carefully balanced its relationships with Russia, the United States, and Europe, into an uncomfortable position: a major non-Western democracy now facing the threat of punitive tariffs for pursuing what it has long described as a matter of energy security and sovereign national interest.

Why India Is in the Crosshairs

Since the outset of Russia's invasion of Ukraine in 2022, India has emerged as one of the largest buyers of discounted Russian crude, alongside China. New Delhi has consistently defended these purchases as a pragmatic response to global energy market disruptions rather than an endorsement of Moscow's war. Indian officials have repeatedly noted that Western nations, including several in Europe, continued importing Russian energy products even as they publicly condemned the invasion.

For India, the stakes are considerable. The country is the world's third-largest oil importer, and access to discounted Russian crude has helped New Delhi manage inflation and shore up its current account position at a time of broader global economic uncertainty. A tariff regime of up to 100 percent, if implemented, could sharply raise costs for Indian refiners and ripple through an economy that has spent much of the past decade positioning itself as a stable, high-growth alternative to China for global investors.

India's economic vulnerabilities to external shocks are well documented. During the eurozone crisis of the early 2010s, India's current account deficit widened significantly, prompting rating agencies to downgrade their outlook on the Indian economy. That episode underscored how difficult it has been for India to insulate itself from global financial and energy turbulence, a lesson that resonates again as New Delhi weighs the costs of a new sanctions regime tied directly to its energy imports.

The Kremlin's Calculus

Russia's response has focused less on the economic pain the bill might inflict and more on its potential to unravel diplomacy. The Kremlin's warning that the legislation could "complicate" peace negotiations suggests Moscow sees the bill as a signal that Washington remains prepared to escalate economic pressure even as talks continue, a dynamic that could harden positions on both sides at the negotiating table.

Russia's economy has shown resilience in the face of sanctions. Energy exports have long been the backbone of Russian state revenue, and Moscow has demonstrated an ability to redirect crude sales toward Asian buyers when Western markets closed off. But a coordinated effort to penalize those very buyers, India and China chief among them, represents a more indirect but potentially more damaging form of pressure: rather than sanctioning Russia directly, it raises the cost of doing business with Russia for the rest of the world.

A Diplomatic Balancing Act

The bill's passage puts the United States in a delicate position with one of its most important strategic partners in Asia. Washington has spent years cultivating closer ties with New Delhi as a counterweight to China's regional influence, including through defense cooperation and technology partnerships. Threatening tariffs against India over its Russian energy purchases risks straining that relationship at a moment when both countries have publicly emphasized deepening cooperation.

India, for its part, has signaled no intention of abandoning its energy relationship with Russia under pressure. Indian officials have historically framed such purchases as a matter of strategic autonomy, a principle central to India's foreign policy since the Cold War era, when it navigated between the US and Soviet blocs without fully aligning with either.

Whether the bill's tariff provisions are ultimately implemented remains uncertain. Legislation of this kind often grants the executive branch significant discretion over enforcement, meaning the practical impact could hinge as much on diplomatic negotiations in Washington as on the text of the law itself. But the bill's passage signals a hardening mood in Congress toward countries seen as helping sustain Russia's war economy, regardless of their broader strategic value to the United States.

What Comes Next

The legislation now moves toward further consideration, and its ultimate fate will likely depend on how the White House chooses to wield, or withhold, the tariff authority it grants. For India, the coming weeks may require careful diplomacy to avoid a direct economic confrontation with Washington. For Russia, the bill adds another layer of uncertainty to peace talks that were already fragile, raising the question of whether economic pressure and diplomatic negotiation can move forward simultaneously, or whether one will inevitably undermine the other.
