The Trump administration has suspended green card sponsorship eligibility for some of the world's largest technology employers, including Microsoft, Infosys, and Tata Consultancy Services, in a move that strikes at the heart of the pipeline connecting Indian technical talent to the American labor market. Vice President JD Vance characterized the action as a response to "visa fraud," though the administration has offered little public detail on the specific violations that triggered the crackdown.

Cognizant, Wipro, Capgemini, and HCL have also been stripped of access to the permanent labor certification program, known as PERM, which is the first and most critical step employers must complete before sponsoring a foreign worker for a green card. Without PERM certification, companies cannot move employees from temporary visa status toward permanent residency, effectively stranding workers who have spent years, in many cases more than a decade, waiting in line for lawful permanent status.

A Chokepoint for Indian Tech Workers

The companies targeted by the suspension form the backbone of the H-1B visa ecosystem that has long linked Indian engineering talent to American corporations. Indian nationals account for the overwhelming majority of H-1B visa holders, and firms like Infosys, TCS, Wipro, and HCL have built their business models around supplying skilled labor to American clients, often through workers sponsored on these visas.

For employees of these firms, the suspension does not merely slow an already glacial immigration process. It halts it. Workers who believed themselves close to securing permanent residency now face uncertainty over whether years of visa renewals, tax payments, and career sacrifices will culminate in anything at all. Because green card backlogs for Indian nationals already stretch beyond a decade in some employment categories, a freeze at the PERM stage effectively locks an entire cohort of workers into indefinite temporary status.

Vice President JD Vance characterized the action as addressing "visa fraud," though specifics about the nature of the alleged fraud, which companies are implicated in what conduct, and how long the suspension will last have not been detailed publicly.

Echoes of a Longstanding American Debate

The crackdown fits into a decades-long pattern in which American administrations have used immigration and trade policy as instruments of economic nationalism, often citing fairness or fraud concerns while advancing protectionist goals. During the 1990s and 2000s, successive US governments used trade bodies like the World Trade Organization to pry open foreign markets for American telecom and satellite companies, even as Washington simultaneously imposed tariffs, such as the 2002 steel tariffs and 2003 duties on Chinese textiles, to shield domestic industries from competition.

Critics at the time accused the United States of treating globalization as a one-way street, opening other countries' markets while protecting its own. The current suspension of green card pathways for Indian-linked IT firms raises similar questions: whether the "visa fraud" rationale reflects genuine, provable wrongdoing, or whether it serves as cover for a broader push to reduce reliance on foreign labor in the American technology sector.

Implications for US-India Relations

The timing and scope of the suspension are likely to reverberate beyond Silicon Valley and into the broader relationship between Washington and New Delhi. Indian IT services exports to the United States represent a significant pillar of the bilateral economic relationship, and companies like TCS, Infosys, Wipro, and HCL are not only major employers in India but also significant taxpayers and investors in the American economy, operating offices, data centers, and training programs across the country.

A prolonged freeze risks complicating an already delicate diplomatic relationship between the two countries, one that has oscillated between strategic partnership and friction over trade, tariffs, and immigration policy. Indian officials have in the past raised concerns with Washington over visa restrictions affecting Indian professionals, arguing that such measures undercut the deep economic interdependence between the two nations' technology sectors.

What Comes Next

The companies affected have not detailed how they plan to respond, and it remains unclear whether the suspension will be challenged in court, negotiated through diplomatic channels, or allowed to run its course pending further investigation. For now, the practical effect is immediate: thousands of skilled workers, many of whom have built careers and families in the United States while waiting for permanent status, face a renewed period of uncertainty, with the clearest explanation so far being Vance's characterization of "visa fraud" with little additional detail.
