China harvested 660.2 million tonnes of cereals in 2025, more than double the 324.8 million tonnes produced by India, according to newly released agricultural data. The gap between the world's two most populous nations, each home to more than 1.4 billion people, underscores a persistent and troubling disparity in farm productivity that carries direct consequences for food security, rural incomes and economic policy in India.

The disparity is not new, but its scale is striking. China's cereal harvest is roughly double India's despite the two countries having comparable populations and India actually possessing more net cultivable land. The difference lies chiefly in yield: how much grain each acre of farmland produces, a measure shaped by irrigation, mechanization, fertilizer use, seed technology and decades of differing state investment.

A Legacy of Underinvestment

India's agricultural struggles are rooted in a long history of state neglect that predates independence. Under British colonial rule, government spending on agriculture and irrigation was a fraction of what was spent on infrastructure serving commercial interests. By 1905, the colonial government had spent more than 360 crore rupees on railways, compared with less than 50 crore rupees on irrigation, a project that would have directly benefited millions of cultivators. That imbalance left Indian agriculture technologically stagnant for generations. As late as 1951, India had fewer than a million iron ploughs in use against nearly 32 million wooden ones, and modern fertilizers remained virtually unknown in most villages.

The consequences of this neglect were severe and repeatedly deadly. Famines in the late nineteenth and early twentieth centuries killed millions. The famine of 1876-78 claimed roughly 800,000 lives in Maharashtra and nearly 3.5 million in Madras, while the 1943 Bengal famine killed close to three million people. Food availability per person actually declined by nearly 29 percent between 1911 and 1941, even as the rest of the industrializing world was mechanizing farms and boosting output.

The Green Revolution and Its Limits

India's fortunes changed markedly from the late 1960s with the advent of the Green Revolution, when scientists developed high-yield, fast-growing strains of wheat and rice supported by irrigation and chemical fertilizers. The transformation was significant enough that India, once dependent on food imports and famine relief, became a net food exporter. China, too, benefited enormously from similar agricultural modernization, eventually achieving self-sufficiency in grain.

Yet by the 1980s, agronomists were already warning that the gains from the Green Revolution were reaching their natural limits. Water tables, topsoil quality and the availability of phosphates for fertilizer all imposed hard ceilings on how much further yields could rise using existing methods. A 1996 Stanford University study went further, forecasting that even a country as agriculturally advanced as the United States would struggle to feed its growing population without a fundamental shift toward less resource-intensive, more plant-based diets.

China appears to have pushed past many of these limits more effectively than India, through sustained investment in irrigation infrastructure, hybrid seed research and farm consolidation that has allowed for greater mechanization. India's farm sector, by contrast, remains characterized by small, fragmented landholdings, many of them under an acre, that make large-scale mechanization and efficient irrigation far harder to implement.

Why the Gap Matters Now

The productivity gap has immediate implications beyond national comparisons. Grain output determines how resilient a country is to price shocks, drought and global supply disruptions. Countries that fall short of self-sufficiency face difficult choices: subsidizing imports, drawing down foreign exchange reserves, or exposing domestic consumers to volatile international commodity prices.

For India, the shortfall also has a direct bearing on rural livelihoods. Nearly half of India's workforce remains dependent on agriculture, even as the sector contributes a much smaller share of GDP, a mismatch that keeps rural incomes depressed relative to urban ones. Lower yields per acre mean Indian farmers generally earn less for the same amount of land and labor than their Chinese counterparts, feeding into broader patterns of rural distress, farmer indebtedness and periodic protests over crop prices and loan waivers.

Economists have long argued that India's agricultural underperformance reflects not a lack of natural resources but a lack of sustained public investment in irrigation, cold storage, farm credit, and agricultural research and extension services reaching smallholders directly.

Policy Choices Ahead

Closing even part of the gap with China would require Indian policymakers to address several entrenched problems simultaneously: fragmented landholding that discourages investment, inadequate irrigation coverage that leaves large swaths of farmland dependent on erratic monsoon rains, and underfunded agricultural research and extension networks that struggle to reach India's roughly 120 million farming households.

Some of these challenges have proven politically difficult to address. Land consolidation efforts have repeatedly run into resistance rooted in the fragmented ownership patterns that have persisted since independence. Efforts to reform agricultural markets and pricing mechanisms have similarly triggered pushback from farmer groups wary of losing existing price supports.

Nonetheless, the scale of the China-India gap suggests that incremental measures alone are unlikely to close it. As global food demand rises alongside population growth and climate pressures strain crop yields worldwide, the cost of India's agricultural underperformance, in rural incomes, import bills and food security, is likely only to grow more consequential in the years ahead.
