Chinese President Xi Jinping will arrive in Washington on September 23 for his first visit to the White House in more than a decade, a trip that carries outsized diplomatic weight at a moment when the world's two largest economies remain locked in disputes over trade, technology, and security. President Trump is planning to personally greet Xi at Joint Base Andrews, an unusually high-profile gesture typically reserved for America's closest allies rather than its most formidable strategic rival.

The last time Xi set foot in the White House was in 2015, when he sat across from President Barack Obama during a relationship that, while competitive, had not yet descended into the tariff battles and export controls that have come to define US-China ties over the past decade. That Xi is returning now, under a Trump administration that has repeatedly threatened and imposed steep tariffs on Chinese goods, underscores how much both leaders believe is at stake in stabilizing, or at least managing, the relationship.

A Personal Touch With Strategic Calculation

Trump's decision to meet Xi personally upon arrival is a striking departure from typical diplomatic protocol for a country the United States officially labels a strategic competitor. Such tarmac greetings are usually the province of treaty allies or leaders whose countries pose no direct challenge to American global standing. By breaking with that convention, Trump appears to be signaling that he views this summit, and his personal rapport with Xi, as central to whatever comes next in the relationship.

This is consistent with Trump's broader approach to diplomacy, which has long prioritized personal chemistry with foreign leaders as a tool for extracting concessions or defusing crises. Whether that approach will yield concrete results with Xi, a leader who has shown little inclination to be swayed by flattery or spectacle, remains an open question.

The Long Arc of a Complicated Relationship

The history between Washington and Beijing has been one of dramatic reversals. The two countries were bitter adversaries through the Korean War and much of the Cold War, with the United States backing Chiang Kai-shek's Nationalist government in Taiwan while China supported Communist movements across Asia. That hostility began to thaw only after a surprise diplomatic opening in 1971, when China invited an American table-tennis team to visit, a gesture that paved the way for President Richard Nixon's landmark 1972 trip to Beijing and, eventually, full diplomatic recognition under President Jimmy Carter in 1979.

The decades that followed saw cycles of cooperation and confrontation. Relations soured dramatically after the 1989 Tiananmen Square crackdown, recovered through the 1990s as China's economy boomed, and grew tense again over Taiwan and, more recently, over trade imbalances, intellectual property theft, and China's growing military assertiveness in the Indo-Pacific. Trump's first term saw the outbreak of a trade war that imposed tariffs on hundreds of billions of dollars in goods, a policy that has continued to shape the economic relationship into his second term.

What's on the Table

Though the White House has not detailed a formal agenda, the visit is expected to touch on the issues that have most strained ties in recent years: tariffs and trade imbalances, export controls on advanced semiconductors and other technology, and the status of Taiwan, which China considers a breakaway province and which the United States has continued to arm despite formally recognizing Beijing's "one China" policy since 1979.

The optics of the greeting, and the substance of the talks that follow, will be closely watched in capitals from Tokyo to Brussels as a signal of where the world's most consequential bilateral relationship is headed.

For Xi, the visit offers an opportunity to project strength and stability at home, where China's economy has faced headwinds including a property market slowdown and softening export demand. A high-profile reception in Washington, complete with the trappings of a state visit, allows Xi to demonstrate to domestic and international audiences alike that China remains a peer power deserving of American deference, even amid ongoing friction.

For Trump, the summit is a chance to claim credit for any breakthrough on trade, an issue central to his political brand, while also testing whether his transactional style of diplomacy can produce results with a leader who has proven far less susceptible to the kind of pressure tactics Trump has used with smaller nations.

Global Stakes

The broader diplomatic community will be parsing the summit for signs of whether the two powers are moving toward a period of managed competition or whether deeper structural tensions, over technology dominance, military posture in the Pacific, and competing visions of global order, will continue to define the relationship regardless of the personal warmth on display at Andrews.

Given the history of abrupt shifts between cooperation and confrontation that has characterized US-China relations since the Cold War, few analysts expect a single summit to resolve the underlying rivalry. But the choice to stage such a visible welcome suggests both leaders see value in at least appearing to reset the tone, even if the substantive disagreements over trade, technology, and Taiwan remain as intractable as ever.
