In the small, sun-scorched refugee camps of Djibouti, a nation of fewer than a million people wedged between the Red Sea and the Horn of Africa, thousands of Yemenis are arriving by boat, exhausted and shaken, after fleeing a war that has largely fallen out of international headlines. Their journey across the Bab al-Mandab Strait, one of the world's most strategically vital waterways, is a stark reminder that Yemen's civil conflict, now in its later, grinding phase, continues to inflict devastating human costs.

The exodus has accelerated as fighting intensifies on Yemen's west coast, where Houthi forces and Saudi-backed coalition troops are locked in an escalating battle for territory. The BBC's Frank Gardner, reporting from Djibouti, spoke with refugees who described harrowing escapes across open water, crammed into small vessels with little more than what they could carry.

A Forgotten War Resurfaces

Yemen's conflict began in earnest in 2014 and 2015, when Houthi rebels, drawn largely from the country's Zaidi Shia minority, seized the capital, Sana'a, and forced the government of President Abdrabbuh Mansur Hadi into exile. A Saudi-led coalition, backed at various points by the United States and other Western powers, intervened militarily to try to restore the internationally recognized government, framing the conflict as a bulwark against Iranian influence in the Arabian Peninsula.

What followed has been one of the worst humanitarian catastrophes of the twenty-first century. Years of bombing campaigns, blockades, and ground battles have killed tens of thousands of people directly, while hunger and collapsed health systems have claimed many more. Yet the war has received a fraction of the sustained global attention given to conflicts in Ukraine, Gaza, or Syria, despite its scale and its implications for regional stability along one of the busiest shipping corridors on Earth.

The renewed fighting on Yemen's Red Sea coast now threatens to displace even more civilians, many of whom had already been uprooted multiple times during a decade of war. For those in the crossfire, the sea route to Djibouti, though dangerous, has become one of the few available paths to safety.

A Perilous Crossing

The Bab al-Mandab Strait, only about 20 miles wide at its narrowest point, separates Yemen from the Horn of Africa and connects the Red Sea to the Gulf of Aden. It is a route long used by smugglers, migrants, and now war refugees. Boats making the crossing are often overcrowded and poorly equipped for open water, and the journey can take many hours under a punishing sun with little food or water.

Those who arrive in Djibouti find a country ill-equipped to absorb large numbers of new refugees. Djibouti itself is a small, arid nation with limited resources, and it already hosts refugee populations from Somalia, Ethiopia, and Eritrea. The camps described in reporting from the region house Yemenis who have lost homes, livelihoods, and in many cases family members to the fighting.

Refugees interviewed by the BBC described fleeing under fire, watching their communities come under attack before making the decision to risk the sea crossing rather than remain in a war zone with no end in sight.

Why It Matters Beyond Yemen

The intensification of fighting on Yemen's west coast carries implications well beyond the immediate humanitarian toll. The Houthis, who have previously demonstrated willingness to target shipping in the Red Sea, control territory abutting one of the world's most important maritime chokepoints, through which a significant share of global trade passes en route to the Suez Canal.

Any expansion of Houthi control along the coastline, or any escalation that draws in the Saudi-led coalition more heavily, raises the risk of further disruption to international shipping lanes already rattled in recent years by attacks linked to the conflict. It also underscores how thoroughly Yemen's internal war has become entangled with broader regional rivalries, particularly the long-running proxy contest between Saudi Arabia and Iran.

For the people fleeing across the strait, however, geopolitics is secondary to survival. Aid organizations operating in the region have long warned that Yemen's humanitarian crisis remains one of the most severe in the world, with millions dependent on assistance and access to basic services eroded by years of conflict. The latest wave of displacement to Djibouti suggests that even after a decade of war, Yemen's civilians continue to pay the steepest price, often with little notice from the outside world.

As fighting continues on Yemen's west coast, humanitarian workers and regional observers say the flow of refugees across the Red Sea is likely to continue, testing the capacity of Djibouti and other neighboring states to respond to a crisis that shows no sign of resolution.
