Ukrainian President Volodymyr Zelensky and US President Donald Trump have agreed to meet in New York on the sidelines of the United Nations General Assembly, a face-to-face session that officials in Kyiv hope will determine whether Washington's approach to ending the war with Russia shifts toward firmer security guarantees or continues along its current, more ambiguous path.

The meeting follows a visit by American special envoys to Kyiv, after which Zelensky publicly thanked the delegation and said the talks had focused on "security issues" and concrete "de-escalation steps." The wording, echoed by both sides, suggests the two leaders are preparing to negotiate specifics rather than simply restate positions they have held for months.

"This could change a lot," Zelensky said of the upcoming encounter, a comment that captures both the hope and the uncertainty surrounding what has become the most closely watched diplomatic relationship of the war.

A Relationship Marked by Volatility

The Trump-Zelensky dynamic has been unpredictable since Trump returned to office. Their February meeting in the Oval Office reportedly deteriorated into a heated exchange that alarmed European allies and raised doubts about the durability of American support for Kyiv. Since then, the two leaders have cycled through periods of cooperation and open friction, with Trump alternating between pressuring Zelensky to accept a negotiated settlement and criticizing Russian President Vladimir Putin for stalling peace efforts.

The New York meeting represents an opportunity to reset that relationship at a moment when the war shows no sign of winding down. Russian forces continue to press along multiple fronts in eastern Ukraine, while Ukraine has intensified drone strikes deep inside Russian territory. Both sides have signaled willingness to talk, but neither has offered the kind of concessions that would make a durable ceasefire likely in the near term.

What Security Guarantees Might Look Like

Central to the talks will be the question that has bedeviled Western policymakers since Russia's full-scale invasion in 2022: what kind of security guarantee, short of NATO membership, could deter Moscow from attacking Ukraine again after any settlement. Kyiv has pushed for binding commitments from the United States and European allies, pointing to the failure of the 1994 Budapest Memorandum, under which Ukraine gave up its Soviet-era nuclear arsenal in exchange for assurances that proved ineffective when Russia annexed Crimea in 2014.

Trump administration officials have floated various arrangements, including continued arms sales, intelligence sharing, and a possible European-led reassurance force, but have stopped short of committing American troops to Ukrainian soil. The dispatch of special envoys to Kyiv ahead of the New York meeting suggests Washington is working to narrow the gap between what Ukraine wants and what the administration is prepared to offer.

The Shadow of History

Diplomatic historians note that great-power negotiations over smaller nations' fates have often produced uneven results, a pattern with echoes in this crisis. Just as Egypt's Anwar Sadat concluded in the 1970s that his country could not achieve its aims through military force alone and needed American mediation to reach a settlement with Israel, Zelensky has increasingly framed Ukraine's survival as dependent on sustained Western backing rather than battlefield victory alone. The Camp David process that eventually produced peace between Egypt and Israel took years of painstaking diplomacy and direct, sometimes tense, engagement between leaders who did not fully trust one another.

Whether the Trump-Zelensky meeting produces anything resembling that kind of breakthrough remains uncertain. The UN General Assembly setting places the talks under intense international scrutiny, with European leaders, Gulf mediators, and Russian officials all watching for signals about the trajectory of the war.

What Comes Next

For Zelensky, the stakes could hardly be higher. Ukraine's economy remains under severe strain, its air defenses are stretched thin by relentless Russian missile and drone barrages, and public patience for a war now well into its fourth year is being tested. A positive outcome in New York, in the form of renewed military aid commitments or a clearer American security pledge, could bolster Kyiv's negotiating position with Moscow. A repeat of February's tensions, by contrast, could embolden Russia and unsettle European capitals already anxious about the durability of the transatlantic alliance.

Neither government has released a detailed agenda for the meeting, but the emphasis both sides have placed on "de-escalation" suggests the conversation will center on how, and under what conditions, a wider ceasefire or negotiated settlement might finally take shape.
