Ukrainian President Volodymyr Zelensky told the United Nations General Assembly on Wednesday that Russia had recruited fighters from 47 countries to bolster its invasion force, and warned that Ukrainian troops could strike Russian heating and energy facilities this winter if Moscow keeps bombarding Ukraine's power grid. The address came just hours after Russian drones killed two people and wounded 23 in daylight strikes on Kyiv, underscoring how the war continues to grind on with no resolution in sight nearly four years after Russia's full-scale invasion began.

Speaking in New York, Zelensky named North Korea, Ghana and India among the nations whose citizens, he said, have been drawn into Russia's ranks. A claim that, if confirmed, would point to an increasingly globalized war effort by Moscow as it seeks to sustain a grinding conflict that has consumed enormous numbers of soldiers. "Russia's revenues must remain a target," Zelensky told assembled world leaders, pressing for continued sanctions and restrictions designed to choke off the financial resources fueling the Kremlin's military campaign.

The Ukrainian leader's warning about potential strikes on Russian energy infrastructure signals a hardening of Kyiv's posture heading into what could be another brutal winter. Russia has repeatedly targeted Ukraine's power stations and heating systems in recent years, leaving millions of civilians without electricity or heat during freezing temperatures. Zelensky's message suggested Ukraine is prepared to respond in kind if Moscow continues those tactics, raising the prospect of an energy war fought on both sides of the border as temperatures drop.

A Speech Shadowed by Fresh Attacks

The timing of Zelensky's UN appearance was difficult to ignore. Russian forces launched daylight drone attacks on Kyiv on Wednesday, killing two people and wounding 23 others, just hours before the Ukrainian president took the podium in New York. The strikes served as a grim reminder that, despite ongoing diplomatic efforts, Russia has shown little sign of curbing its aerial campaign against Ukrainian cities.

Zelensky met with US President Donald Trump on Tuesday, one day before his UN address. Trump has voiced growing frustration over the stalled state of peace negotiations and the continued escalation of drone and missile attacks by both Russia and Ukraine. That frustration reflects a broader challenge facing Washington and its allies: despite months of diplomatic engagement, neither side has shown willingness to substantially de-escalate the fighting.

In his remarks to the General Assembly, Zelensky struck a defiant tone, telling delegates that "Russia will never stop" unless the international community maintains and intensifies pressure on Moscow's war machine. His appeal for continued economic restrictions echoes arguments Ukrainian officials have made throughout the conflict: that Russia's ability to wage war is directly tied to its access to global markets and revenue streams, particularly from energy exports.

Echoes of a Longer History

Zelensky's emphasis on choking off Russian revenues and targeting infrastructure reflects a strategic logic with deep historical roots. Wars between major powers have often been decided as much by economic endurance as by battlefield victories. Russia's own history offers a cautionary example: during World War I, the Russian Empire built up significant industrial capacity, producing millions of artillery shells per month by 1916, yet ultimately collapsed under the strain of inflation, food shortages and a railway system pushed past its limits. Domestic exhaustion, not military defeat alone, helped topple the tsarist government within months.

That lesson, that wars can be lost on the home front as easily as on the battlefield, appears to inform Kyiv's current strategy of pressuring Russian revenues and infrastructure rather than relying solely on frontline gains. Zelensky's calls for sustained sanctions suggest Ukrainian officials believe Russia's capacity to sustain the war depends heavily on its economic resilience, much as it did more than a century ago.

The claim that Russia has drawn fighters from 47 countries, including North Korea, also points to a war effort increasingly reliant on external manpower. North Korea's involvement in supplying troops to Russia has been previously documented by Western officials, but Zelensky's broader list, spanning nations as varied as Ghana and India, suggests Moscow may be casting a wider net than previously understood to replenish its forces amid heavy casualties.

As winter approaches, the twin threats outlined in Zelensky's speech, continued economic pressure on Russia and the possibility of Ukrainian strikes on Russian energy infrastructure, suggest the war is entering a phase where both sides may increasingly target the systems that keep civilian populations warm and functioning. This represents a grim escalation of energy-based warfare tactics already inflicted on Ukraine over the past several winters.
