Every war eventually produces a moment when the man who started it, and the man who has borne the cost of resisting it, are asked to sit at the same table. Volodymyr Zelenskyy has now offered to do exactly that. In an exclusive interview with Deutsche Welle, the Ukrainian president said he would be willing to meet Vladimir Putin at the G20 summit in Miami, insisting that Ukraine approaches such a meeting "in a strong negotiating position." It is a striking pivot from a leader who spent the first years of the invasion, launched by Russia on 24 February 2022, refusing any suggestion of direct talks with the man he has repeatedly called a war criminal.

The question worth asking is not whether Zelenskyy is bluffing about strength, but whether "strength" is even the right frame for what is happening. History suggests that the language of strength often masks a more uncomfortable truth: that negotiation is being driven less by battlefield leverage than by exhaustion, at home and among allies who are footing the bill.

The Seduction of "Peace for Our Time"

No episode looms larger over any discussion of negotiating with an aggressor than Neville Chamberlain's diplomacy with Adolf Hitler in 1938. Chamberlain became prime minister in May 1937 with an explicit mission to reach "a general settlement of differences with an increasingly aggressive Germany." His biographer Robert Self noted that Chamberlain possessed "an innate confidence which now bordered on arrogance," a self-belief that convinced him personal diplomacy could tame a dictator through reason and concession.

In September 1938, Chamberlain made three separate trips to Germany: to Berchtesgaden, to Bad Godesberg, and finally to Munich, where Britain, France, Italy and Germany agreed to hand the Sudetenland to Hitler without consulting Czechoslovakia at all. Chamberlain returned waving a piece of paper and declaring "peace for our time." Hitler treated the promises within it with contempt almost immediately. Munich has since become shorthand for a policy that mistook the desire to avoid war for the strength to prevent one.

What made Chamberlain's appeasement psychologically possible was not simply naivety. Britain's own military establishment could not guarantee victory in a short war against Germany, and Chamberlain, a man scarred personally by the losses of the First World War, "loathed the futility of modern warfare." The policy was, in part, a rational response to genuine military weakness dressed up in the confident language of diplomacy. That is the danger worth watching for in Miami: leaders describing weakness as leverage because the alternative, admitting exhaustion, is politically unbearable.

Stalin's Cold Calculation, Not Ukraine's

There is a very different historical model worth setting alongside Chamberlain's, one that actually supports the idea that talking to an adversary can reflect genuine strength rather than despair. In 1939, Stalin's Soviet Union faced a live two-front threat: Japan's Kwantung Army had clashed with the Red Army in Mongolia that May, inflicting serious casualties, even as Germany's rearmament proceeded unchecked in the west. A two-front war was, in the words of one historian, "completely unacceptable to the arch-realist in the Kremlin." Stalin's response was the Nazi-Soviet Pact of 23 August 1939, a cold, unsentimental deal that bought the Soviet Union time and removed one front entirely.

What is notable is how differently Britain and Germany courted Stalin that summer. Britain sent a low-level diplomat by slow passenger steamer; Hitler dispatched Ribbentrop on his personal aircraft. The contrast in seriousness made the eventual pact almost inevitable. The lesson is not that Stalin was virtuous (he was not), but that genuine strategic calculation, unlike Chamberlain's hopeful appeasement, requires clear-eyed assessment of what an adversary is actually offering and how seriously they are courting you.

Zelenskyy's Miami overture needs to be judged by this Stalinist standard of realism rather than the Chamberlain standard of hopeful sentiment. Is Ukraine's position genuinely strong enough that talks extract concessions from Moscow, or is this an attempt to project confidence to Western publics and legislatures whose patience and treasuries are visibly fraying?

Collective Security's Unfinished Business

It is also worth remembering why direct great-power negotiation has historically been treated with suspicion in the first place. After the First World War, Woodrow Wilson proposed the League of Nations precisely to replace bilateral deal-making between powerful states with "collective security," arbitration through an international body rather than a stronger state simply imposing terms on a weaker one. The League's authority, however, was undermined from birth by the punitive terms of Versailles, and it proved powerless to stop the very aggressions, first Japanese, then Italian, then German, that eventually produced the Second World War.

The G20 is not the League of Nations, and Miami is not Geneva, but the underlying tension is the same one that doomed Wilson's vision: does a bilateral meeting between a strong state and a weaker one produce a just settlement, or does it simply legitimize whatever terms the stronger party is willing to offer? Ukraine has spent three years insisting that any settlement must run through multilateral bodies and legal norms, not a personal audience between two presidents. A one-on-one at the G20, however symbolically powerful, risks reproducing the very dynamic that Wilson's generation tried, and failed, to prevent: two men deciding the fate of a nation's territory in a room from which international institutions are absent.

An Older Precedent: Diplomacy Between Rivals Who Need Each Other

Not all rival-power diplomacy ends badly, and history offers a gentler precedent too. In sixth-century BC India, Magadha's King Bimbisara found himself locked in serious rivalry with Chanda Pradyota Mahasena of Avanti. The two fought, yet eventually made peace, and when Pradyota later fell ill with jaundice, Bimbisara sent his own royal physician, Jivaka, to treat his former enemy in Ujjain. It is a small, almost domestic detail buried in ancient chronicles, but it illustrates something Munich and Brest-Litovsk do not: that even bitter rivals can move from war to functional coexistence when both recognize the other's continued existence is not, in fact, negotiable, and that practical cooperation need not wait for total victory.

Whether Zelenskyy and Putin can reach anything resembling that kind of pragmatic coexistence is an open question. But the Bimbisara example is a reminder that meeting an adversary is not inherently a capitulation. Context, not the mere fact of the meeting, determines whether diplomacy is wisdom or weakness.

What "Strength" Would Actually Require

If Zelenskyy's claim of a strong negotiating position is to be more than a Chamberlain-style performance of confidence, it needs to rest on something concrete: territorial facts on the ground, continued Western military and financial commitment that Moscow believes will not waver, and a Russian economy and army that Putin privately assesses cannot sustain indefinite war. Absent that, a Miami meeting risks becoming remembered the way Munich is remembered, not as the moment strength was demonstrated, but as the moment exhaustion was mistaken for leverage.

The alternative reading, that this is Stalin-style realism rather than Chamberlain-style hope, would require Zelenskyy to have secured, quietly, exactly the kind of serious multilateral backing that Stalin extracted from Germany and that Chamberlain never managed to extract from Hitler. The world will not know which history is repeating itself in Miami until after the meeting happens, if it happens at all. But it would do every leader involved good to remember that in 1938 the mistake was not meeting the aggressor. It was believing that a signature on paper could substitute for strength that did not yet exist.
